我们2026年的新年计划里,有没有“减肥”呢?这几年在中国,胖的人也越来越多了。中国的一个城市,杭州,开始管理居民体重。居民,意思是住在这个地方,在这个地方生活的人们。杭州居民,也就是在杭州生活的人们。
杭州是中国的一个大城市。最近,杭州通过了一条新的规定,也就是新的法律。这个法律和健康有关,名字叫《全民健康促进条例》。“条例”,也就是政府定的一些规则。
这个条例里,有一个内容让很多人注意到,那就是体重管理。“体重管理”,也就是注意自己的体重,不要太胖,要健康一点。
为什么要管理体重呢?因为现在很多人超重。“超重”,也就是体重太高,对身体不好。体重太高,可能会有一些问题,比如心脏不好,血糖不正常,身体容易累。
这个条例告诉大家两句话:管住嘴,迈开腿。“管住嘴”,也就是少吃太油、太甜、太咸的东西,多吃健康的食物。杭州说,以后在学校,医院,这些地方,都要有营养师。在很多地方,人们不能吸烟,也要少喝酒。“迈开腿”,也就是多运动,比如走路、跑步、骑自行车。
杭州说,以后会有更多运动的地方,比如公园、运动场,让大家更方便运动。比如,杭州会有更多的公园,让大家运动。一些大学有操场和运动场,学生放假的时候,居民也可以来这里做运动。这不是说每个人一定要减肥,而是希望大家更健康。
杭州还说,医院和学校也会鼓励人们和孩子们多做运动。杭州也会做一个居民健康的数据库。有了数据库,他们会鼓励老人和年轻人,男人和女人,病人和健康的人,做不同的运动。

In our plans for 2026, is “losing weight” on your list? In recent years, more and more people in China have become overweight. In one Chinese city, Hangzhou, the local government has started to manage residents’ body weight. “Residents” means people who live in a place. So Hangzhou residents are people who live and work in Hangzhou.
Hangzhou is a large city in China. Recently, Hangzhou passed a new regulation, in other words, a new law. This law is related to health and is called the “Public Health Promotion Regulation”. A “regulation” means a set of rules made by the government.
In this regulation, one part has caught a lot of attention, and that is weight management. “Weight management” means paying attention to your body weight, not being too overweight, and staying healthier.
Why manage weight? Because many people are now overweight. “Overweight” means having too much body weight, which is not good for your health. Being overweight can cause problems such as heart issues, abnormal blood sugar levels, and feeling tired easily.
This regulation tells everyone two simple ideas: watch what you eat and get moving. “Watch what you eat” means eating less food that is too oily, too sweet, or too salty, and eating more healthy food. Hangzhou says that in the future, places like schools and hospitals will all have nutritionists. In many places, people will not be allowed to smoke and will also need to drink less alcohol. “Get moving” means doing more exercise, such as walking, running, or cycling.
Hangzhou has also said that there will be more places for exercise in the future, such as parks and sports grounds, to make it easier for people to work out. For example, Hangzhou will have more parks for exercise. Some universities have sports fields and playgrounds, and when students are on holiday, local residents can also use these places to exercise. This does not mean that everyone must lose weight; the aim is to help people become healthier.
Hangzhou has also said that hospitals and schools will encourage people and children to exercise more. The city will also create a health database for residents. With this database, they will encourage different groups — older people and younger people, men and women, people who are ill and people who are healthy — to do different kinds of exercise.
Many people are discussing this policy. Some people think it is a good thing, because health is very important. Others feel uncomfortable and believe that body weight is a personal matter and should not be managed by others.
